Munich, July 4, 2018. At the start of the year, the Federal State of Hessen, represented by the Hessen Office of Ground Management and Geo-Information, completely revamped its website that provides geo-data. KPS – the management consultancy specialized in transformation projects – migrated the data, in cooperation with Ubisense, to a new e-commerce solution. Both private and business customers as well as administrative staff are benefiting from the new “INSPIRATION 2018” website thanks to technical and functional improvements and significantly enhanced performance.

The digital service enables users to access a wide range of geo-data, including cadastral map extracts, aerial images, 3D data, information on the property market and various topographic data and maps. With its integrated online shop, the Federal State of Hessen is setting the benchmark in terms of the automation of official procedures and the digital sales of official geo-data. The site, which boasts an impressive range of functions, enables business and private customers as well as the public administration and surveying offices to obtain geo-data – tailored precisely to their usage requirements – very easily.

Better performance and enhanced functions with new e-commerce site

The migration of existing master and dynamic data from the existing e-commerce system Intershop Enfinity Suite 6.4 to the Intershop Commerce Suite 7.7 proved a major challenge in implementing “INSPIRATION 2018”. This serves as a key hub for data and processes in “INSPIRATION 2018”. KPS developed special tools for this purpose that enabled an extremely robust migration to be carried out and which can also be reused in subsequent upgrades of the site. KPS had to guarantee the secure transfer of large data volumes and take account of complex technical dependencies. Security was improved and various performance optimizations were carried out in the back-end –significantly speeding up access to mass data and its processing – as part of project implementation.

The integration of content management functions from the Intershop commerce suite also enables more convenient updating of content, such as product descriptions without system downtime. Through extensive specifications and documentation before, during and after the migration, the team provided optimal and comprehensive project support enabling faults to be quickly rectified and system downtime to be kept to a minimum during the migration.

“The way in which Hessen’s geo-data infrastructure (GDI-Hessen) is set up serves as a model of successful e-government in Germany. The Federal State of Hessen’s “INSPIRATION 2018” sets the benchmark nationwide,” remarked Stefan Weiße, principal at KPS. “We focused heavily on the high quality of the solution throughout the entire project. Test management specially tailored to the project and a high degree of test automation enabled almost fault-free commissioning.”

“KPS has proven an outstanding partner that has provided us with support for many years with the operation of platforms and the implementation of projects concerning the provision of geo-data,” added Uwe Mattler, head of the geo-data IT department at the Hessen Office of Ground Management and Geo-Information. “The migration of data, information and processes to the new platform ran extremely smoothly. The expertise of KPS staff, quality assurance and meeting of deadlines were extremely impressive.”

Digital geo-data services of the public administration

The set-up of Hessen’s geo-infrastructure system (GDI-Hessen) is a cross-departmental project aimed at achieving a modern, future-oriented and well-connected administration and is part of the Federal State of Hessen’s e-government program. The aim is to optimize data exchange between the levels of administration in Hessen, to promote efficient administrative procedures and to ensure the easy use of the distributed geo-data available. Through “Inspiration 2018”, KPS is successfully continuing the collaboration with the Hessen Office of Data Processing and the Hessen Federal State Office of Ground Management and Geo-Information which began in 2007.
